Has there been a new patch or update and you're playing on Steam from your PC? If so, make sure you take these steps first:
- Start by restarting Steam - make sure not to just minimize it but to completely exit and boot it back up.
- An easy way to do this is a full PC reboot.
- Check that all of your graphics drivers are up to date.
- Turn off and fully uninstall any mods - this is especially important right after a fresh update to Civilization VII because a mod that worked before may not be ready for the new version. Restart Steam when you are done.
- In the Steam Workshop, select “Unsubscribe from All” to fully remove subscribed mods

- If you're able to get into the game, but having trouble with a particular save file, starting a new save is your next step.
If this is affecting you, try deleting the LegalDocument.cache file from your computer's Local AppData folder. The steps for how to find this file are below:
- Windows
- Type "%localappdata%" without the quotes into the Windows Search Bar and press Enter.
- Open the "Firaxis Games" folder then open the "Sid Meier's Civilization VII" folder.
- Delete the file LegalDocument.cache
- Mac
- Open Finder.
- In the Finder menu bar (top left) click 'Go' then 'Go to Folder'.
- In the text box, type "~/Library/Application Support/ Civiliation VII/" without the quotes and press Enter.
- Locate the 'Civilization VII' folder and in that folder delete the file LegalDocument.cache
- Once you've deleted the file, try re-launching the game to see if you're able to get in! It would also be a good idea to verify your game files after completing this step.
Clearing your cache is a great way to help address a wide variety of issues. Here are the steps on how to do so on PC:
- First try deleting just this file: \Users\...\AppData\Local\Firaxis Games\Sid Meier's Civilization VII\Mods.sqlite
- Once the file is deleted, load up your Civilization VII game.
- Check to see if your issue persists.
- If that doesn't work, close out of your game.
- Next, try deleting this entire folder: \Users\...\AppData\Local\Firaxis Games\Sid Meier's Civilization VII
- NOTE: This will not clear any save data, and will only clear the background cache as well as any lingering mod data.
- Load up your Civilization VII game once more and check to see if your issue persists.
