Firaxis Feature Workshop: Recommended Civilizations Missing From The Age Transition Menu
Starting the game with a Time-Tested civilization and ensuring it is the Leader's Recommended civilization in the next age (e.g., Mongolia in Antiquity, with Genghis Khan as leader) causes the Recommended Civilizations tab to appear empty in the Age Transition menu, since the current civilization is already the recommended one for the next age.
