Firaxis Feature Workshop: World Wonders Are Incorrectly Unlocked
World Wonders are incorrectly unlocked when the Foundation/Hierarchy/Administration Civic has been unlocked. Depending on the Age, the Wonders unlocked are as follows:

Antiquity - Pyramid of the Sun

Modern - Taj Mahal
