AI bonuses and penalties to Gold, Science, and Culture do not apply to these yields until the AI receives an external bonus to them. The difficulty bonuses only affect yields at the settlement level, and are not applied to the base yields that are automatically given to the AI. These bonuses are designed to apply to yields outside of the base Gold, Science, and Culture yields.
