Can't Pillage When Next to a Tarkhan Army Commander

The player can't select the “Pillage” action again after pillaging a tile with two buildings. This can only occur when adjacent to a Tarkhan Unique Army Commander.

Workaround: Unselect and reselect the unit to have the Pillage option appear.
