Completing Espionage Spawns a Migrant Without Memento Equipped
When an Espionage action is completed without detection, a Migrant spawns in the Capital. This occurs when playing in any Age as any Leader/Civ combination even without having the Lantern memento active.

This should now be fixed with Update 1.2.0.
This is currently planned to be addressed in a future update.
