The "Shawnee" Unlock Notification Appears Incorrectly
The “Civilization Unlocked Shawnee“ notification appears when the player has become the Suzerain of two different City-States during the Exploration and Modern Ages, instead of during the Antiquity Age.

This should now be fixed with Update 1.1.1.
This is currently planned to be addressed in a future update.
