Unable to Build a Rail Station in the Capital City

If the player has no available tile in their Capital to build a Rail Station, they are unable to build a Factory in any Settlement. This means that the player is unable to obtain Legacy Points towards the Railroad Tycoon challenge.

Workaround:

• Have an opposing Civilization conquer your Capital so that another Settlement can become the Capital to which to connect Railways.

• Conquer Settlements with a Factory already built from another Civilization.
