Buildings Affected by the Plague Crisis Show as Repairable When They Are Not

Buildings should not be repairable when affected by the Plague Crisis, but are showing up as repairable and a player can attempt to repair them.

When attempting to repair the building, nothing happens.

This has been fixed for all platforms in Patch 1.1.0!
