Controller: Can't Swap From Settler After Toggling Off The Radial Ruler
When using a controller and toggling the Radial Ruler off using the 'Swap Plot' action on a Settler, the focus remains stuck on the Settler. If the Settler is stationed on the City Center, this prevents player from manually opening the Settlement's Production menu.
Workaround: Use the Left & Right bumpers to cycle to other Units. You can also open another City's Production Menu and cycle between cities using the back triggers to get to the Production Menu of the settlement with a Settler on it.
