Forbidden City Wonder Bonuses Don't Apply To All Settlements
The Forbidden City's bonus (+1 Culture and Gold to all fortification Buildings, Wonders, and Improvements) only applies to fortifications located within the Settlement that owns the Wonder. Fortifications in other Settlements under the player's control receive no bonus, despite the tooltip implying a global effect.
