"Il Principe" Memento Incorrectly Applies Relationship Penalty When Declaring A Formal War

When playing with the "Il Principe" Memento equipped, the -25 Relationship penalty is applied to the player declaring the war rather than the intended target. The target's relationships with other Civilizations remain unaffected.
