Firaxis Feature Workshop: Unlocked Civilizations Missing During Age Transition

Players are unable to select any Civilizations unlocked through their Gameplay requirement when transitioning from Exploration to Modern if they have continued the game after completing a Transition from Antiquity to Exploration.

The Bypass Civilization Unlocked option is not affected by this issue.

Workaround: This doesn't occur when starting an Advanced Start in Exploration.
