Independent Power Naval Units Can Ignore Pillage Target Rules

Naval Military Units from Independent Powers can pillage a Tile that should not be a possible target, such as Fortified Districts with Walls or Fortifications that have not yet been fully Damaged.

Workaround: Defeat Independent Power Naval Units that come near a Settlement.
