Naval Units Can Only be Produced for Settlements with Only City Hall as Available Coastal Urban District

When viewing the production queue of a settlement that only has the City Hall as its available coastal urban district, the naval units can only be produced and can’t be purchased.

Workaround: Buy or produce at least one more coastal building to have the naval units.
