AI Leaders Bypass Government Celebration Limitations
The AI leaders can bypass government restrictions to celebration bonuses and always choose the same available one depending on age.
In the modern age, AI leaders select the +3 combat strength regardless of Government.
In the exploration age, they will select crisis celebration bonus (+20% Science and Culture).
