Alim Units Can’t Use Abilities on Valid Urban Tiles
When the Alim Units Al-Farghani and Ibn Sina move onto valid Urban tiles, they can’t use their abilities to build their respective buildings.

This should now be fixed with Update 1.1.1.
This is currently planned to be addressed in a future update.
