Independent Power Borders and Banner Don't Change after using 'Befriend' Diplomatic Action
After using Befriend action with an independent power, the banner and borders appear do not change, nor do the benefits of conversion appear to apply. The City State can appear as if converted by a different Civ.
This has been seen occurring with the Shangjing independent power.
