The 'AI Civ Selection, Age Transition' "Random" Setting Doesn't Work On The Second Age Transition

The "Random" setting for AI Civ Selection only works for the first Age Transition. During the second transition, AI players that switched to an Apex Civ in Exploration will always switch to an Apex Civ in Modern, and those that persisted with their current civilization will continue to persist.
