Second Unit Doesn't Appear When Training or Purchasing a Colonist as Carthage

Carthage's Phoenician Heritage ability states: "Receive a second Merchant or Colonist each time you purchase or train one." If there is only one tile available for spawning units due to hostile units, only one unit will appear when training or purchasing a Colonist as Carthage.
