Religion Enhancer Belief "Parampara" Doesn't Apply to Distant Lands Settlements

The Religion Enhancer Belief "Parampara" doesn't apply to Settlements controlled by the user in the Distant Lands. Science buildings in these Cities don't receive the expected Relic slot.
