Fortified Districts With No HP Can't Be Conquered if Built Next to District
Fortified Districts and Wonders that act as a Fortified District (such as Dur-Sharrukin, Thành Huế, and Red Fort) can become unable to be conquered if built using a neighboring Settlement District to satisfy District adjacency requirements.
Using neighboring Settlement Districts to satisfy the adjacency requirement is intended by design, but having the tile become unable to be conquered is not, and a bug that we are working on a fix for.
