Xbox: DLC Not Showing As Owned Or Installed

After a new update is released, there is a chance that any of your owned DLC (new or previously existing) can show as unowned both in-game and in the Xbox Store.

Workaround: 

1. On the Civilization VII game tile, press the Menu button
2. Select Manage Game and Add-Ons
3. Select the Civilization VII tile in the top right
4. Hit Select All in the top right
5. Select Save Changes
6. Let any changes finish installing
7. Restart the game application if you are not seeing the expected DLC available in-game
