Independent Power AI Units Don't Move

The Scout unit of the Independent Power does not move under any circumstances, preventing the Independent Power from exploring the map. Other units, such as military units, remain stationary unless approached very closely or engaged in combat.

This should be fixed in Patch 1.2.3.
