Can’t Interact with Independent Power with a Fortified Unit on the City Center

When selecting an Independent Power that has a Fortified Unit stationed on the City Center, the player will be unable to declare war or engage in diplomatic actions with them.

This should now be fixed with Update 1.1.1.
