Mobility Promotion Doesn't Apply to Rough Terrain
The Mobility promotion for Army Commanders ignores terrain features such as vegetation or small rivers, but not terrain types such as rough terrain.

This should now be fixed with Update 1.2.0.
This is planned for a future update.
