Unable to Construct Buildings on Tiles Infected by a Plague Outbreak

The User is unable to produce constructible with production in tiles that are affected by the Plague Status. They can only build if the Settlement exits the “Unrest” state using the “Physician” Unit and buy the building.

This should be fixed in Patch 1.2.3.
