Controller: Cursor Doesn't Focus When Opening The Crisis Policy Menu

When using a controller, the cursor doesn't automatically focus on the Crisis Policy menu when opening it or backing out without confirming changes.

Workaround: Switch tabs or re-open the menu to restore cursor focus.
