Naval Units Don't Spawn When All Available Water Tiles Are Occupied By Neutral Units

If the player's Naval units occupy all Water tiles, the unit won't appear as available for purchase or, if produced, will appear on top of another unit.

If a non-military non-player unit occupies the tile, the unit won't appear on the map after purchasing or producing it. However, it will still have a maintenance cost and consume Gold.
