"Skip Turn" Hotkey Opens The Radial Menu When The Settler Lens Is Active

The "Skip Turn" hotkey doesn't skip the unit's turn while the Settler lens is active. Instead, it opens or closes the Radial Ruler menu. This occurs even if the user rebinds the "Skip Turn" action to a different key, forcing the player to manually close the Settler lens before the hotkey works properly.
