Resources Spawn On Tiles Occupied By An Independent Power

Resources can spawn on the same tile as an Independent Power's Village during an Age Transition. When the "Befriend Independent" project is completed, the City Center doesn't spawn. However, the Independent Power's units remain on the map indefinitely.

Workaround: These city-states can still be interacted with in the  Minor Powers tab in the Diplomacy menu.
