Army Commanders Lose All Movement When Entering Visible Hostile Unit's Zone of Control

Army Commanders lose all remaining movement points upon entering the Zone of Control of visible hostile units. This will prevent any further actions, such as Packing/Unpacking. This doen't happen when entering the Zone of Control of hidden hostile units.
