Units Can Be Upgraded Outside Friendly Territory

When units are packed into their respective domain Commander without the "Field Commission" promotion outside of friendly territory while owning another Commander with the "Field Commission" promotion, the packed unit can be upgraded even though the "Upgrade all units" button is greyed out. Already packed units in other Commanders from the same domain can also be upgraded.
