Able To Declare War Against Distant Lands Tonga Suzerain City-States

The “Declare War” button appears available when targeting a City-State that belongs to a Distant Lands Tonga Civilization. When attempting to Declare War, combat does not occur at all. However, the War Weariness effect is applied, and the War appears as happening in the Diplomacy Menu.
