Mac: Units Can't Enter Open Ocean After Loading An Older Save

After loading a save file created before the hotfix patch for Mac on 4/21/2026, units can no longer enter Open Ocean despite having the required Technologies fully researched.

Workaround: This issue doesn't occur in games created after the hotfix update.
