Songhai: Timbuktu Doesn't Give Gold Bonus To Rough Terrain
The Songhai Timbuktu Tradition doesn't give +2 Gold on a Rough Terrain tile with a Resource Improvement that isn't a Mine.
Workaround: If the Rough Terrain Tile has a Mine Improvement, the Gold bonus will be given.
