"Focus Fire" counts as a Melee attack instead of a Ranged attack when a Hybrid Infantry unit is packed into a Commander
When packing a Hybrid Infantry unit (Xunleichong/Sepoy/Garde Impériale) into an Army Commander, using the Focus Fire ability will result in a Melee attack rather than a Ranged attack.
This is being investigated.

Unfortunately this was not fixed with 1.2.3
We are targeting a fix for this in a future patch. This has been moved back to Live Issues.
This should be fixed in Patch 1.2.3.
