Controller: Resources Can't Be Assigned to a Non-Capital Settlement

Resources can't be assigned to another Settlement if the Capital's resource slots are full when using a controller.

Workaround: Closing and re-opening the resource menu should allow you to assign these Resources with a controller.

    This should now be fixed with Update 1.1.1.
