Able to Purchase Repairs and Units in Settlements with Unrest

During the Exploration Age Loyalty Crisis, Settlements with unrest may not make purchases for several turns, yet the player can purchase repairs and units in those Settlements.

    This should now be fixed with Update 1.1.1.
