Carthage Cannot Have an Economic Golden Age After Winning "Silk Roads"

When Carthage completes the “Silk Roads” Economic Legacy Path during the Antiquity Age, the Golden Age reward is unavailable in the next Age. This is because the Economic Golden Age rewards the Player by allowing them to keep Cities from the previous Age. Carthage, however, may only have one City, the Capital City.
