Settlement Banners can Disappear while Building is being Placed
Settlement Banners can disappear when the user clicks the right mouse button or presses the ESC key while placing a building down (via purchasing or producing) on the map. The user will be required to select the city center tile again to bring up the Production List and back out of said list normally for the banner to reappear.
