Fleet Commanders Don't Gain Flotilla Promotion Benefit When Specific Tradition Is Slotted

Newly produced Fleet Commanders don't gain the Flotilla promotion benefit if they are made while the 'Great and Most Fortunate Navy' tradition is slotted. Any Fleet Commander made while the tradition is not slotted will gain the proper effect even if it's slotted later. Removing and re-slotting the tradition will not fix the issue.
